Odisha was the first state in the country to formulate a comprehensive State Climate Change Action Plan to address the climate change issues with 11 sectors. The plan was formulated by an inter-departmental team as a coordinated government response to this important problem.Eleven sectoral missions such as Agriculture, Coast and Disaster, Energy, Fisheries and Animal Resource Development (ARD), Forest & Environment, Health & Family Welfare, Industries, Steel & Mines, Transport, Housing & Urban Development and Water Resources were identified. The state has also come out with a progress monitoring report in the year 2015 which systematically capture adaptation and mitigation actions implemented in the state from 2010-2015.Odisha is also the only state that has prepared the 2nd iteration of SAPCC (2018-23). The core of this action planning process is to reduce the vulnerability and enhance adaptive capacity.Research and Training for institutional strengthening and capacity building, stakeholder awareness building, liaise with implementing departments for adaptation strategies & plans, and monitoring of progress under the SAPCC are proposed under this programme to strengthen the functioning of the State Climate Change Cell. |
