DST Project: Strengthening State Climate Change Cell

  • OVERVIEW  
     

    Odisha was the first state in the country to formulate a comprehensive State Climate Change Action Plan to address the climate change issues with 11 sectors.

    The plan was formulated by an inter-departmental team as a coordinated government response to this important problem.Eleven sectoral missions such as Agriculture, Coast and Disaster, Energy, Fisheries and Animal Resource Development (ARD), Forest & Environment, Health & Family Welfare, Industries, Steel & Mines, Transport, Housing & Urban Development and Water Resources were identified.

    The state has also come out with a progress monitoring report in the year 2015 which systematically capture adaptation and mitigation actions implemented in the state from 2010-2015.Odisha is also the only state that has prepared the 2nd iteration of SAPCC (2018-23).

    The core of this action planning process is to reduce the vulnerability and enhance adaptive capacity.Research and Training for institutional strengthening and capacity building, stakeholder awareness building, liaise with implementing departments for adaptation strategies & plans, and monitoring of progress under the SAPCC are proposed under this programme to strengthen the functioning of the State Climate Change Cell.

    ONGOING RESEARCH PROJECT
     

    Programme Title:

    Strengthening of the State Climate Change Cell under NMSKCC/NMSHE  
    (SCCC-NMSKCC) in the State of Odisha.


    Objectives:

    • The Climate Change Cell will provide the scientific basis to ensure evidence based policy making

    • Raise the awareness of the stakeholders within Govt. as well as outside the Govt. and ensure that feedbacks obtained from stakeholders are incorporated in the state’s response to climate change.

    • Liaise with the GoI, external funding agencies & different sectors for smooth implementation of the SAPCC.

    • Inter-Departmental coordination for periodic interactions with Nodal Departments, Stakeholders, Regulatory authorities, R&D institutions, NGOs etc. including interaction with the international institutions for exchange of information on climate change issues.

    • Coordinate with Nodal Officers of line departments for implementation of the programmes as envisaged in the Action Plan.

    • Formulate Annual Action Plan in consultation with implementing departments.

    • Explore the availability of additional sources of fund for implementation of Action plans. Resources will be tap from both national and international funding agencies.

    • Serve as a link to the non-government organizations working in the field of climate change.

    • Tie up with research organisation, consultancies and resource persons for various activities that will beimplemented under the Action Plan.

    • Provide progress of implementation of different Action Points periodically to the Monitoring & Advisory Committee.

     

    Target users:

    • National and State research institutes, Academia’s, Researchers’ who are working in the climate change issues.

    • Government departments working in the eleven sectors identified under OCCAP and the various implementing departments, District level departments, Gram Panchayat members, NGOs and Civil Society Organisations

    • Farmers, flood shelters, public community, school children etc

    WORKSHOP/CAPACITY BUILDING PROGRAMMES
     

    • A State level workshop on State specific “Emerging Trends of Climate Change Scenario” for 11 stake holder departments was organized at Bhubaneswar on dt.01.03.2019.

    • A Regional Level Stakeholder Consultation Workshop was organised at Baripada in association with District level stakeholder Dept. under Central Revenue Division on dt.11.02.2020 at SANKALP Conference Hall, Baripada Forest Division.

    • A total no of 9 workshops/training programmes have been organized at different districts of Odisha based on agro climatic zones namely Puri, Balasore, Kendrapara, Ganjam, Dhenkanal, Jagatsinghpur, Keonjhar, Cuttack & Mayurbhanj.

    AWARENESS CREATION:
     

    • Street Plays were organized at different places of Berhampur (dt.14.05.2019) & Dhenkanal (dt.17.05.2019) based on the theme “climate change, rise in temperature & air pollution”.

    • Street Plays were organized at different places of Jagatsinghpur (dt.03.07.2019), Keonjhar (dt.10.07.2019) & Cuttack (dt.20.08.19) based on the theme “Plantation &Climate Change”.

    • In addition to this a Play was organized at Baripada, Mayurbhanj ondt.12.02.2020 based on the theme “Environment &Climate Change”.
