Aims & Objectives

A Climate Change Cell is hereby constituted under the administrative control of Forest & Environment Department to supervise and coordinate the programmes with the stake holder Departments and Agencies for implementation of Climate Change Action Plan.

The Climate Change Cell will function as per the following terms of reference:

  1. The Climate Change Cell is to oversee the progress and liaise with the Government of India, external funding agencies and different sectors for the smooth implementation of the State Climate Change Action Plan.

  2. Climate Change Cell will develop mechanism for Inter-Departmental coordination so as to have periodic interactions with the stakeholders such as line departments (e.g. Agriculture, Health, Industry, Energy, Housing and Urban Development, Animal Resources Development, Commerce and Transport, Water Resources, Revenue and Disaster Management, Mining etc.) different regulatory authorities, R & D institutions, non government organizations etc. including interaction with the international institutions for exchange of information on climate change issues.

  3. The Climate Change Cell will coordinate with the Nodal Officers of the line departments for implementation of the programmes as envisaged in the Action Plan.

  4. Further periodic interactions with all the stakeholders will be done by the Cell.

  5. The Climate Change Cell will formulate Annual Action Plan in consultation with the implementing departments.

  6. The Cell would explore the availability of additional sources of fund for implementation of Action plans. Some of activities and programmes as envisaged in the Action Plan will be implemented as part of the ongoing programmes of some of the departments out of the funds allocated by the State Government in their regular departmental budget. Further resources will be tapped from both national and international funding agencies.

  7. Climate Change Cell will serve as a link to the non-government organizations working in the field of climate change.

  8. Climate Change Cell will provide progress of implementation of different Action Points periodically to the Monitoring & Advisory Committee.
